**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.

Information and Communications Technology Services (ICTS) Section is responsible for the delivery of Information and Communications Technology (ICT) in support of the core business of the OSCE. This includes the management, operation, implementation, support, and maintenance of ICT projects, systems, and infrastructure and the delivery of ICTS support services to the Secretariat. ICTS provides corporate ICT services, ICT policy guidance, and support to all OSCE Institutions and Field Operations. The Section consists of four units: Infrastructure Operations Unit, Services and Support Unit, Functional Support Unit, and Software Development Unit. It comprises 34 staff members.

**Tasks and Responsibilities**:
The ICTS Software Development Unit (SDU) manages a group of integrated knowledge management-related software systems for e-learning and online collaboration. Key services include:
**OSCE Communities**: an online collaboration platform that allows staff and external experts to hold structured discussions and collectively develop training materials and publications;
**OSCE e-learning**: an e-learning platform that can be used to develop and deliver online training on OSCE thematic topics to internal and external participants.

Under the direct guidance and supervision of the Chief, Software Development, as Senior Information Management Assistant, you will be responsible for maintaining the OSCE’s e-learning, online collaboration, and other knowledge management systems.

You will be supporting the development of knowledge management content, providing user support, promoting knowledge management systems, and administering and managing the knowledge management systems.

**More specifically, you will be tasked with the following**:
Gathering and analysing user feedback and requirements for knowledge management systems;
Supporting and guiding users in the creation and management of online collaboration workspaces that meet their business requirements; guiding users on the information architecture of these workspaces;
Supporting and guiding the creation and delivery of e-learning courses based on business requirements, internal standards, and e-learning best practices;
Providing quality assurance of knowledge management content, including adherence to OSCE branding, usability and accessibility;
Providing 1st and 2nd line support to users of the knowledge management systems;
Developing and delivering user training for the knowledge management systems;
Developing and implementing outreach and communication approaches to promote the use of the knowledge management systems by staff and external stakeholders;
Assessing requirements and developing plans for the implementation of other knowledge management and data sharing tools; participating in projects to implement new products;
Developing and maintaining standard operating procedures, technical documentation and user guides;
Co-ordinating and communicating with vendors, and managing the operating costs of the knowledge management systems (including software licenses and hosting costs) within constraints set by the supervisor;
Providing technical guidance, specifications, and quality assurance for non-functional requirements of the knowledge management systems such as security, performance, scalability, and extensibility;
Administering the knowledge management systems;
Performing other duties as assigned.

**Necessary Qualifications**:
Completed secondary education;
Minimum of six years of experience in information technology as it applies to knowledge management fields such
