This position is located in the UNOV Budget Unit (UNOV-BU) of the Budget Section (BS) of the Financial Resources Management Service (FRMS), Division for Management (DM) of the United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of Unit and overall guidance of the Chief of Section.

**Responsibilities**:
Within assigned authority the incumbent will be responsible for the following duties:

- Coordinate and keep track of the cost accounting framework for all areas of administrative and support services.
- Administer and monitor the management of cost recovery and other budgets, including the establishment and periodic review of service catalogues.
- Responsible for financial analysis, management reporting, budget monitoring, review of cost drivers, financial projections and preparation of comparative and variance analysis.
- Review and analyse cost estimates, budget proposals and monitor implementation of corporate cost centres and related cost plans.
- Provide support to managers with respect to the elaboration of resource requirements and determination of cost drivers.
- Analyse and present financial implications on business scenarios, budget proposals and resolutions of the General Assembly and intergovernmental governing bodies.
- Analyse, recommend and issue spending authority (allotments) and monitor implementation to ensure that expenditures remain within authorized limits.
- Provide authoritative interpretation of requirements for handling of internal and external cost allocations.
- Coordinate and keep track of the process related to service orders, sales orders and client support.
- Analyse accounts and review/evaluate regular financial reports. Identify problem transactions and irregularities in related accounts, resolve them in a timely and effective manner.
- Ensure that accurate and complete financial management, financial reporting and internal control systems are functioning and that all relevant records are maintained.
- Provide advice and guidance, as required, to clients on budgetary and financial policies and procedures, including cost recovery. Ensure compliance with the United Nations Financial Regulations and Rules and established policies and procedures.
- Keep up-to-date on documents/ reports/ guidelines/ issues that have a bearing on matters related to budgeting, accounting and cost recovery, as appropriate, ensuring compliance with inter-governmental recommendations and decisions as well as with United Nations policies and procedures.
- Participate in the development of budgeting, accounting and cost recovery policies.
- Provide information needed to respond to audit findings.
- Perform other work related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in business administration, public administration, finance, accounting or a related field is required.

A first-level university degree in related fields with two additional years of qualifying practicing experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification
An accounting qualification by an internationally recognized accounting body such as Association of Chartered Certified Accountants (ACCA), Association of Chartered Accountants (ACA), Certified Public Accountant (CPA), or Chartered Institute of Management Accountants (CIMA) or equivalent is desirable.

Work Experience
A minimum of five years of progressively responsible professional experience in financial management, budget, accounting, or related area, of which, three years in budget development and financial administration of resources at the international level is required.

Experience in the use of automated budgeting, costing and financial modelling is required.

Experience in the use of Enterprise Resource Planning (ERP) systems is required.
