**Background**:
The OSCE has co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandate. DHR sets the policies and provides the services to guarantee a positive employee experience: DHR provides strategic direction, HR data analyses, proactive talent acquisition, modern HR administration, forward-oriented policies, targeted talent development, supported by professional duty of care services.

The HR Analytics function promotes and advances OSCE’s HR Analytics Roadmap. It develops OSCE’s current reporting and data structure to support a modern data analytics strategy, including not only descriptive analytics but enabling diagnostic, predictive and prescriptive analytics to support management decisions. The function aims to build a full data analytics capability, including additional data analytics tools and methods providing insights to KPIs for Senior Management and Executive Structures. Internal capacity building for HR counterparts in Missions and Institutions is another mandate of the function.

**Tasks and Responsibilities**:
Building a modern HR business intelligence function, working with the current OSCE Data Analytics Roadmap and expanding current capacity by a forward-looking data analytics strategy;
Supporting the DHR Management team to identify business challenges and using data analyses to implement changes and make significant contributions to the integration of HR data into business processes;
Enhancing the Predictive Analytics and Prescriptive Analytics functions of the Organization to better inform for future decisions and long-term strategy;
Introducing new dashboards, data policies and business intelligence tools to improve quantity and quality of information and key performance indicators (KPIs) to be used as solid and comprehensive basis for pro-active management decisions;
Providing thought leadership on the entire cycle of talent analytics, informing and following up on trends and patterns with attention to recruitment, hiring practices, motivation, diversity, turnover, staff development, staff wellbeing, compliance, ethics, etc.;
Managing the HR analytics team by co-ordinating and supervising the work of the Section; determining priorities, allocating resources, introducing modern methods and tools and fostering teamwork, managing the team performance and providing for professional development;
Identifying and recommending reasonable short-, mid-, and long-term activities and milestones, KPI’s and benchmarks for key metrics to improve HR and organizational processes;
Preparing reports and presentations to various decision-making bodies, internally and externally, using suitable data visualization methods and business intelligence tools;
Acting as focal point for HR Analytics in the Organization; co-ordinating and facilitating the delivery of HR analytics support and advice across OSCE executive structures; supporting building the data analytics capacity by HR practitioners;
Representing DHR on internal and external professional fora, conferences, workshops and other events related to OSCE’s data analytics function;
Performing other related tasks as assigned.

**Necessary Qualifications**:
Second-level university degree in human resources, business administration, management or public administration, with a specialization in data analytics or in computer science, applied mathematics or statistics, finance, economics, psychology and/or management information systems; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
A minimum of eight years of relevant professional experience in a large private or public organization, preferably at the international level, with management experience;
Excellent command of data analytics information technologies and programmes (Splash BI and Power BI);
Strong analytical and problem-solving skills;
Experience in advising on systems, policy issues and priorities and formulating policy, plans and procedures;
