Finance Operations Specialist

Position Overview:

The OSCE Mission in Kosovo is seeking a qualified candidate for the role of Senior Finance Assistant. This position involves critical financial oversight and support within the organization.

Key Responsibilities:

  • Evaluate incoming payment requests for thoroughness and precision, ensuring adherence to the OSCE's financial regulations. Communicate with certifying officers to resolve any discrepancies or obtain additional documentation as necessary.
  • Process payment vouchers for various stakeholders, including vendors and implementing partners. Generate reports on processed payments and serve as the primary contact for travel claims and payments.
  • Maintain and adjust the electronic DSA Claim form on the intranet, conducting regular checks on claims and OTA requests to ensure all necessary documentation is complete. Prepare Payment Vouchers for travel claims and submit them to Human Resources.
  • Provide ongoing support and guidance to administrative staff regarding voucher processing, travel claims, and other financial matters. Address inquiries related to payments from suppliers and other OSCE offices.
  • Ensure compliance with OMiK Finance deadlines and OSCE financial procedures, monitoring outstanding operational advances.
  • Review technical and accounting details of Implementing Partnership Agreements (IPA), ensuring the accuracy of submitted documentation for advance settlements. Propose corrective actions for any discrepancies.
  • Extract and analyze numerical data from IRMA for various mission-related analyses and presentations.

Qualifications Required:

  • Completion of secondary education, with additional formal studies in finance, administration, or project management.
  • A minimum of six years of relevant experience in finance, accounting, or project management, preferably in an international context.
  • Strong written and verbal communication skills in English and local languages.
  • Proficiency in Microsoft Office applications, particularly Excel and Word, along with experience in Oracle systems.
  • Demonstrated awareness of gender issues and the ability to incorporate a gender perspective into tasks.
  • Ability to work collaboratively with individuals from diverse cultural and religious backgrounds while maintaining impartiality.

Compensation and Benefits:

The remuneration package includes a monthly salary subject to social security deductions, participation in the OSCE group medical insurance scheme, and the OSCE Provident Fund.
