Human Resources Expert for Ukraine Support

The OSCE's mission in Ukraine is to support the country's reform efforts and mitigate the risks to civilians caused by the war. Our objective is to enhance Ukraine's comprehensive security in line with OSCE commitments.
As a Human Resources Expert, you will deliver client-oriented and accurate support in implementing the OSCE Staff Rules, Regulations, and Instructions. This includes administrating the entire HR life cycle, such as payroll activities, personnel and consultants administration, recruitment, performance management, learning and development, onboarding, and separation. You may be required to substitute another HR Assistant or Senior HR Assistant.
The SPU is planned to run until July 31. The post extension is subject to the availability of funds and project duration extension.
Key Responsibilities:
- Maintain and update personnel information and database in a timely and accurate manner.
- Assist with accreditation of international staff, mobilization processes, and contractual arrangements.
- Administer consultants, create/close Purchase Orders, manage Special Service Agreements, and process Consultancy Invoices and Performance Evaluation Forms.
- Support recruitment activities, staff onboarding, and separation processes.
- Arrange and administer learning and development activities, and performance management procedures.
- Replace the HR Assistant/Senior HR Assistant during absences, as required.
Required Qualifications:
- Completed secondary education.
- Specialized training in human resources and/or administration.
- A minimum of five years of relevant work experience in human resources and/or administration, preferably in an international environment.
- Proven planning, communication, and interpersonal skills.
- Analytical skills related to HR/payroll matters.
- Computer literate with practical experience in Microsoft Office.
- Ability to work with people of different nationalities, religions, and cultural backgrounds.
- Demonstrated gender awareness and sensitivity.
- Excellent oral and written communication skills in English and Ukrainian.
Compensation Package:
Monthly remuneration is approximately USD 1,234, based on the OSCE salary scale. Social benefits include participation in Cigna medical insurance and the OSCE Provident Fund. We contribute an additional 15% of your salary to this pension-style fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
