The Department of Agriculture, Fisheries and Forestry is seeking a Design and Change Officer for its Biosecurity Operations Division in Adelaide, offering a salary of $91,944 - $104,393 plus superannuation.
The role involves assessing and documenting opportunities for resource optimization across biosecurity pathways, designing improvements, and implementing rapid changes.
The officer will collaborate with stakeholders to enhance operational efficiency and provide innovative solutions to improve regulatory functions related to biosecurity and imported food.

Division operations include policy and regulatory control setting across imported food and biosecurity risk pathways, as well as the delivery of assessment, inspection, community engagement and contact centre services.
The division also partners with industry to improve the delivery of regulatory functions.
The division spans a range of regulatory activities that plays a critical role in reducing risk and shaping our nation to become one of the few countries in the world to remain free from the world's most severe pests and diseases.
The Cargo Operations Pathway delivers regulatory assessment and inspections of goods, across the biosecurity continuum (offshore, at the border and onshore) to verify compliance with Australia's biosecurity and imported food requirements.
Cargo Operations Pathway works with policy and risk owners within the department to influence and inform operational policy and deliver regulatory functions in accordance with legislative requirements, national standards and within an integrated, risk-based operating model.
The group has a national footprint with a presence in all capital cities and major regional ports.
Cargo Operations Pathway includes the Client Contact Group, Cargo Assessments and Cargo Inspections.
The BOD Rapid Improvement Team reports directly to the division's Executive Team to identify opportunities across BOD, that enable efficiencies and capacity relief through innovation and improvement.• The JobThe Rapid Improvement Team are looking for a Design and Change Officer to work rapidly to assess, develop and document opportunities to better utilise resources across all biosecurity pathways, specifically:
- contribute to the identification and assessment of the impacts of ongoing issues, high effort and manual processes that are affecting current business activities across the Cargo, Traveller, Mail and Conveyances import pathways.- contribute to design and documentation of changes, improvements and enhancements that can provide immediate and medium-term improvements.- assist in the development and implementation of rapid improvement opportunities and changes to provide relief and/or return capacity to BOD.- support the Assistant Director to examine and analyse the current state of the business and recommend innovative solutions that can translate into operational reforms.- support the Assistant Director to provide advice to the division's executive team on improvement opportunities, which may involve collaboration outside of BOD.- engaging and collaborating with internal and external stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.- promoting the APS Values, the APS Employment Principles and compliance with the Code of Conduct- fostering a culture of safety, diversity, inclusiveness, positive attendance and high performance.

What are we looking for

knowledge and experience- The successful applicant will have:
- experience and knowledge in regulating under the Biosecurity Act 2015, Imported Food Control Act 1992, and biosecurity operations.- experience in implementing change and managing ambiguity in the workplace.- understanding of the strategic direction of the department and BOD.- understanding of process analysis, admin design, process improvement and change management.
