Salary: $279,751 to $327,434 per annum plus 15.4% superannuation.

The Chief Operating Officer (COO) is responsible for leadership of the Operations Group as well as providing support for the Chief Executive Officer (CEO).
The Operations Group supports the AOFM to fulfil its vision of being a stakeholder-focused organisation with a strong international reputation for excellence in sovereign debt management, innovation and employee engagement.
The Group provides strategic and operational workforce and corporate services, to ensure the ongoing efficient and effective operations of the agency.
The COO will lead and support a culture of continuous improvement, introducing innovative approaches to build and maintain business processes that are fit for purpose, create value and improve productivity across the AOFM.
The Group contributes to the AOFM's vision by enabling and building the capability of the organisation to ensure it can respond effectively to current and future business needs, through the establishment of strategic and efficient governance, systems and services.

The key duties of the position include: Ensure the establishment of a whole-of-agency approach to the delivery of corporate services, and lead all corporate functions for the AOFM, including: People and culture; Business support, systems and ICT strategies and solutions; Finance (including the Chief Financial Officer), procurement and markets operations; Shared services (IT & Payroll); Risk governance and assurance; Internal and external communications.
Lead, motivate and support a team of leaders and their staff across the Operations Group to effectively and efficiently deliver operational services within clear operational parameters and in line with priorities; Provide visible and values-based leadership that drives a collaborative, respectful, performance-based culture; Provide high quality, authoritative and strategic leadership and frank, impartial and timely advice on current and emerging issues, considering associated risks, consequences and implications; Oversee establishment and management of budgets, including developing and managing the agency's financial functions, financial reporting, expenditure and resource allocation; Oversee delivery of all human resources functions including staff remuneration and retention, policy and framework development, the Agency's Enterprise Agreement, recruitment, on-boarding, performance management, corporate learning and development and reporting; Oversee delivery of the authority's security, property and facilities management functions including effective planning, establishment of and adherence to policies and frameworks, ongoing accessibility, and reporting; Have oversight of the provision of information and technology services and business systems to support the AOFM's ongoing operations; Support the CEO to discharge the duties required of the accountable authority under the PGPA Act and ensure agency adherence to related APS governance and compliance obligations; Oversee the implementation of measures to strengthen corporate governance, policy advice and program delivery in the areas of responsibility; Build and maintain strong partnerships with key stakeholders to facilitate collaborative approaches to achieving the authority's objectives; and promote positive relationships with other government agencies and stakeholders; Oversee the delivery of consistent, coordinated messaging through effective management of internal and external communication; As a member of the senior executive leadership team, make a strong and significant contribution to agency decision making and ensure effective governance and compliance with government directions, guidelines and legislation; Develop and lead the internal reporting cycle for the AOFM including monthly reporting, corporate and business planning; Lead the external reporting cycle including annual report, annual financial statements, and Portfolio Budget Statement; Assume the roles of Chief Security Officer and Chief Data Officer; Represent the AOFM at external forums as needed, including Senate Estimates.
Skills and Knowledge The ideal candidate will demonstrate:
Significant organisational leadership experience obtained in a multidisciplinary environment with a strong understanding of corporate frameworks, policies and Commonwealth Government processes, including budget, contract, strategy, planning, and people management; Strong ability to think strategically, including navigating established rules and novel complexities to achieve desired outcomes, develop strategies, build organisational capabilities, and successfully manage change; Ability to cultivate productive working relationships by managing performance, valuing diversity, providing constructive and respectful feedback to encourage and enable performance excellence and leading by example; Excellent interpersonal skills, with demonstrated resilience and maintenance of a positive outlook in uncertain and ambiguous environments; Demonstrated results in influencing, negotiating, and communicating effectively to build and maintain collaborative relationships; Commitment to the APS Values and Code of Conduct; Qualifications Tertiary qualifications in finance, management, governance, business, commerce, accounting and/or human resources management are desirable.

Getting to know the Australian Office of Financial Management The Australian Office of Financial Management (AOFM) is a small specialised agency that plays a central role in the Australian financial markets.
AOFM manages for Australia a portfolio of sovereign debt (as at 2023 some $900 billion+) and a variety of financial assets (including the Structured Finance Support Fund and the Australian Business Securitisation Fund).
AOFM ensures that the government's expenditure obligations are able to be met at all times.
AOFM staff ensure that budget financing needs are delivered cost effectively without undue risk.
The AOFM operates within global financial markets in order to effectively achieve AOFM's financing and portfolio management responsibilities.
