Capability Specialist - Health Service Projects Are you a strategic and dynamic leader ready to make a tangible impact on the health and wellbeing of Aboriginal communities?
The Pilbara Aboriginal Health Alliance (PAHA) is seeking an exceptional Capability Specialist – Health Service Projects to lead an innovative 5-year Aboriginal-led Health Initiative.
Location : Pilbara, Western Australia
Employment Type : Full Time - 38 hours per week + reasonable additional hours
Employment Category : Fixed Term – 2 years (with the possibility of extension)
Remuneration : Circa $140,000 per annum + superannuation + salary sacrifice benefits
Other Benefits : Rental subsidy, motor vehicle, annual airfare allowance, mobile phone and relocation assistance
ABOUT US The Pilbara Aboriginal Health Alliance (PAHA) is a partnership of three Aboriginal Community Controlled Health Organisations (ACCHOs) in Western Australia's Pilbara region.
As an Aboriginal-led alliance, we are dedicated to improving health outcomes for Aboriginal and Torres Strait Islander peoples through advocacy, cultural respect, and capacity building.

THE ROLE This is a strategic and leadership-driven role, leading a 5-year Aboriginal-led Health Initiative that aims to redefine health outcomes for Aboriginal communities in the Pilbara.
The project focuses on enhancing culturally safe health services, fostering strong partnerships, and championing reforms through collaboration with key stakeholders, to improve health outcomes for Aboriginal communities.
The Capability Specialist will lead and oversee key project deliverables, including:
Leading extensive consultation and engagement with key stakeholders to understand community needs and service delivery.Mapping services and developing an Aboriginal-led Prevention Plan to eliminate duplication, maximize impact, and integrate cultural safety.Strengthening service delivery and sustainability of the Tom Price Renal Dialysis Unit (TPRDU).Implementing culturally safe prevention services and addressing health access gaps in the Shire of Ashburton.Convening the 2026 Pilbara Health Summit to drive strategic reform.Developing a business case for a comprehensive Aboriginal community-controlled health service in the Shire of Ashburton.ABOUT YOU We are seeking a strategic and experienced leader with a proven ability to drive change and foster partnerships.
You will bring:
Qualifications & Experience: Relevant tertiary qualification in health, public health, social sciences, or business administration, with at least 5 years' experience in health service planning, community development, or capacity building.Leadership in Remote Health Services: Proven ability to manage multidisciplinary teams and deliver integrated services in remote and culturally diverse contexts.Relationship Management: Excellent interpersonal and consultation skills to engage respectfully with Aboriginal Elders, Traditional Owners, and diverse stakeholders, fostering strong partnerships.Strategic & Analytical Skills: Experience with data management systems to support evidence-based decision-making, coupled with strong organisational and problem-solving abilities.Advocacy & Funding Success: Demonstrated success in securing funding and preparing business cases, funding proposals, and advocacy materials to drive strategic outcomes.Cultural Safety: Demonstrated commitment to cultural safety, with experience engaging respectfully with Aboriginal Elders and Traditional Owners.LOCATION This role is based in the stunning Pilbara region, with flexible options to work from Tom Price, Port Hedland, Newman, or Karratha (must be able to travel to Tom Price).
