Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

Operations Divisions, and the Office for Verification in Iran, perform and document safeguards verification activities and conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. These teams implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

The Safeguards Information Analyst (DPRK) contributes to the IAEA's nuclear verification mission by conducting analyses using all the sources of safeguards relevant information available to the Department. These analyses will be used to support the IAEAs enhanced readiness activities for the Democratic People’s Republic of Korea (DPRK) and to support activities in the DPRK as approved by the Board of Governors. The Safeguards Information Analyst (DPRK) will use these analyses to assist in the development of plans and procedures for the conduct of verification and monitoring activities in the DPRK, including detailed planning and analysis of logístical options.

Role

The Safeguards Information Analyst (DPRK) is a member of the team supporting the DRPK enhanced readiness activities. They are (1) a seasoned analyst, conducting the regular review of information and ensuring that the information is efficiently processed and disseminated within the DPRK Team; (2) an expert researcher, identifying, synthesizing, and analyzing information from all sources relevant to the DPRK nuclear programme, [3] a developer and coordinator of training activities supporting DPRK enhanced readiness, and [4) a participant in the development of logístical plans for the DPRK.

Functions / Key Results Expected

Support the development of plans and procedures to enhance the Agency’s readiness to conduct verification and monitoring activities in the DPRK, including developing prospective solutions to logístical problems. Maintain awareness of the developing situation in the DPRK and factors that may impact Agency readiness activities.

Review open source and other information sources for information relevant to the DPRK nuclear programme and enhanced readiness activities. Collaborate with other Safeguards Information Analysts to analyse and evaluate these sources.

Contribute to the State evaluation process for the DPRK by evaluating all safeguards relevant information and contribute to the continuous analysis of developments in the DPRK nuclear programme.

Draft reports and notes to file on the DPRK nuclear programme, including assessments of general developments in the DPRK relevant to the DPRK nuclear programme.

Contribute to the development and conduct of DPRK-specific training programmes for the DPRK Team and for inspectors who may participate in future activities in the DPRK.
