Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.

Main Purpose

Reporting to the Section Head, the Safeguards Information Assistant is a team member responsible for collecting, processing and maintaining complete and up-to-date data related to State declarations and safeguards verification. In addition to preparing standardized evaluation reports based on this data, the Safeguards Information Assistant identifies and resolves deficiencies and discrepancies to ensure the completeness and long-term integrity of the data. In addition, the Safeguards Information Assistant distributes the Section’s analytical reports to departmental partners and contributes to the further development of information systems and work processes by providing continuous feedback and proposing improvements.

Functions / Key Results Expected
- Collect and process diverse data related to safeguards verification, State declarations and environmental sampling as provided and reported by Nuclear Safeguards Inspectors or the Safeguards Analytical Laboratories.
- Ensure complete and accurate data entry into relevant databases and other tools, e.g. the results of material balance evaluations and trend analyses.
- Upload and maintain electronic files in the Integrated Safeguards Environment (ISE) or other environments to ensure dissemination and distribution of data evaluation reports in support of the Safeguards Implementation Report (SIR), State Evaluation Reports (SERs), and other documents as required.
- Monitor and track the flow of data and related work processes to ensure the long-term integrity of the Section’s electronic and conventional information repositories.
- Identify irregularities and discrepancies of interrelated data in major databases and in the traditional filing system of the Section, making use of a variety of tools.
- Follow-up and obtain clarification from counterparts to ensure data consistency and data correctness of processed data.
- Track due dates and remind senior staff of workflow deadlines to ensure timely preparation of datasets for the Section’s evaluators and timely delivery of standard products to Nuclear Safeguards Inspectors.
- Track, edit and maintain up-to-date information related to facility and material type descriptions, site information, and distribution lists.
- Monitor system performance and assist in the further development of the Section’s information systems in liaison with the system maintainers: provide feedback, report unusual or faulty behaviour, and suggest improvements.
- Provide support in addressing any ad-hoc analysis request by performing non-routine data processing tasks.
