The Procurement and Contracts Manager plays a critical leadership role in delivering high-quality procurement and contract management of goods and services across STC. This role supports the Head of Procurement in the provision of strategic oversight and operational leadership, ensuring procurement and contract strategies are aligned with organisational objectives and government requirements. The role is responsible for driving strategic sourcing initiatives, embedding best practice procurement processes, and ensuring compliance with both STC and Victorian Government frameworks. This position leads the development and execution of procurement strategies, tender processes, and contract negotiations, while overseeing the continuous improvement of procurement tools, templates, and systems. A key focus is the establishment of a robust contract management framework that supports lifecycle management, performance monitoring, and risk mitigation. The role also manages high-value and complex contracts, provides expert advice to internal stakeholders, and fosters strong relationships with suppliers and government partners to ensure procurement outcomes deliver measurable value and support STC’s broader strategic goals. Key Responsibilities Lead the development and continuous improvement of STC’s Procurement Framework, policies, and procedures Manage and inspire a high-performing procurement and contract management team Provide expert advice on compliance, ensuring transparency and value-for-money outcomes Oversee end-to-end procurement processes including tendering, evaluation, negotiation, and contract award Maintain a forward-looking procurement pipeline, managing risks and optimizing outcomes Develop and implement a robust contract management framework aligned with government and STC policies Design tools, policies, and systems to support the full contract lifecycle and build capability Provide strategic oversight of high-value, complex contracts with strong governance and risk management Support procurement initiatives and contribute to wider business needs as directed Champion a safe, healthy, and inclusive workplace culture About You You are a skilled procurement and contracts leader with advanced expertise in end‑to‑end processes, compliance, and governance. Extensive experience in strategic sourcing within commercial, government, or large organisational environments, with a proven ability to design and implement sourcing strategies, manage tender processes, conduct supplier evaluations, and lead negotiations to achieve measurable value. Demonstrated expertise in managing complex goods and services contracts, including the development of robust contract management tools and reporting frameworks, with a strong focus on process standardisation and continuous improvement. Experience managing complex stakeholder environments, including government, legal, and commercial partners. Who Are We?
