A08 Financial Accountant

The Department is seeking a highly experienced and meticulous Senior Financial Accountant / Finance Manager to undertake a critical review and analysis of the financial health and reporting of approximately 60 diverse governmental and affiliated organisations. This high-level, investigative role requires a professional with deep expertise in financial statements analysis, exceptional attention to detail, and proven experience in the government sector. The successful candidate will go beyond surface-level reporting to conduct financial due diligence, identify underlying reasons for year-over-year variances, and provide high-level, actionable financial advice to senior management. Please note that government expeirence is highly desirable for this role. Key Accountabilities The core focus of this role is to conduct in-depth investigative analysis of financial statements and providing expert commentary. Financial Statement Review and Analysis (Core Focus) Conduct comprehensive Year-over-Year comparative analysis across the financial statements of approximately 60 separate organisations. Perform deep-dive financial analysis to identify significant variances, trends, and anomalies in reported performance, financial position, and cash flow. Investigate and articulate the underlying, legitimate reasons for apparent financial differences or discrepancies (e.g., a business appearing strong on paper due to a non-recurring event, or weak due to a strategic investment). Assess the application of Public Sector Accounting Standards (AASB/IFRS) and ensure compliance with relevant governmental financial policies. Reporting and Advice Prepare and deliver high-level briefings, reports, and presentations to executive management and relevant stakeholders on the financial health, risks, and performance of the subject organisations. Develop actionable recommendations and strategic financial advice based on the deep-dive analysis. Clearly and concisely explain complex financial findings to non-finance professionals. Financial Due Diligence and Risk Assessment Engage in a form of financial due diligence on the external reporting to confirm the accuracy, sustainability, and underlying drivers of the stated financial outcomes. Identify potential financial risks and vulnerabilities within the organisations' statements and business models. Liaise with the respective finance teams and internal stakeholders to gather necessary supporting information and clarify financial results. Selection Criteria Expert Financial Acumen and Analysis: Demonstrated extensive experience in conducting complex and investigative financial statement analysis, including YOY comparisons and variance reporting, specifically requiring the ability to look beyond the numbers to the business drivers. Proven track record working as a Senior Accountant or Finance Manager within the Australian government or public sector environment, with a thorough understanding of relevant reporting frameworks and accountability requirements. Communication and Stakeholder Management: Exceptional written and verbal communication skills, with the ability to prepare clear, precise, and persuasive high-level reports and briefings for senior executives and non-finance audiences. Investigative Mindset: A proactive, inquisitive, and methodical approach to financial review, with a proven ability to perform deep-dive investigations and challenge reported data to uncover the true financial picture. Qualifications and Experience Professional accounting qualification (e.g., CPA or CA) is highly desirable/essential. A minimum of 10 years' experience in a senior financial accounting or finance management role, ideally within a large, complex organisation or the public sector. Advanced proficiency in financial modelling, Excel, and various financial reporting systems.
