Manager Projects and Engineering

The Location The MidCoast is a large and diverse region on the mid / North Coast of NSW which comprises of 195 towns, villages and localities, stretched along their vast and stunning coastline (192km). The area ranges from beaches to mountains over an area of 10,000 km2 and is home to around 94,000 residents. The main population centres are Taree and Forster-Tuncurry, both very popular tourist destinations, the other centres include Tea Gardens-Hawks Nest, Gloucester, Hallidays Point, Harrington and Old Bar. Opportunity This is a full-time permanent opportunity, for a Manager Engineering & Projects to join MidCoast Council, based in Taree. This position reports into the Executive Manager Transport and Engineering, responsible for providing leadership, direction and management to the Projects & Engineering team (3 direct and 30 indirect reports) to ensure the achievement of outcomes in line with organisational strategies, objectives, vision and values. The Projects & Engineering team are responsible for : Project delivery utilising external contracts or internal day labour resources Project, program and portfolio management including monitoring and performance reporting Design management internally or externally Engineering standards and specifications Development assessment, approval and construction supervision Administration of the Roads Act approvals and bond process Key Requirements Strategic management of the Projects & Engineering department including people management and financial management. Provide leadership, support and direction to the department including development of staff, work planning, performance management, change management and staff recruitment. Manage the engineering aspects of developments and subdivisions. Manage projects, contracts and capital works delivery for Council. Manage the civil design and survey functions of Council. Administer the Road Maintenance Council Contract (RMCC) with Transport for NSW on behalf of Council. Develop, deliver and continuously improve strategies, policies, systems and processes to ensure their effectiveness. Provide high level advice and reporting to Council, the General Manager and Management Executive Team to facilitate informed decision-making and achievement of Council’s strategic objectives. Represent Council on committees and when dealing with other government bodies and the community. What’s on Offer A competitive Annual Salary Package including a base salary between $149,000 to $179,000 per year, plus Super, plus Civil Liability Allowance at 3.5% and a car allowance up to $12,000 per year. Work in an outstandingly beautiful region – coastal lifestyle Future progression and professional development opportunities available Work with a supportive, well experienced Management & Executive team Work in a new, stylish and spacious office environment, with free parking Criteria To be considered, you must have : Degree level qualifications in Civil Engineering or Structural Engineering Previous work experience at a Supervisory, Team Leader of Management level The commitment to delivering high-quality customer service outcomes, including the implementation of effective stakeholder engagement strategies, coupled with the ability to positively influence outcomes The capacity to analyse and solve problems using quality judgement to make sound merit-based decisions The ability to meet deadlines and work under pressure to satisfy business planning, program and statutory requirements A valid Class C Drivers Licence Exposure to working within a Roads Authority or Local Government Authority is highly regarded (but not required).
