Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects.

It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.


The OSCE Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions among all executive structures, while respecting their mandates.

TNTD is responsible for supporting the OSCE Chairmanship-in-Office and the Secretary General in implementing missions and tasks accordingly.

As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform.

The SPMU serves as the organization's main focal point for all OSCE police-related activities.


The OSCE project Support to the Law Enforcement Agencies in Moldova in Response to the Security Challenges in the Region addresses urgent needs identified by an OSCE assessment team and Moldova's Ministry of Internal Affairs (MoIA), including the General Police Inspectorate (GPI) and the General Inspectorate of Border Police (GIBP).

The goal is to reduce security and safety risks caused by the war in Ukraine.

The project aims to improve the ability of relevant units to manage, control, search, process, and analyze information about the increased movement of people and vehicles at land and air borders and within Moldova.

This will help authorities assess threats from criminal organizations active in the country.

The project will strengthen Moldovan law enforcement's capacity to investigate Transnational Organized Crime (TOC), including trafficking in Small Arms and Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA).

This will contribute to security and stability in Moldova and the surrounding region.

To achieve its objectives, the project will focus on:

\- Improving regulations, operations, and inter-agency cooperation.
\- Building the capacity of police units by promoting and developing the Intelligence-led Policing (ILP) concept at borders and throughout Moldova.
\- Providing targeted technical advice, organizing working group meetings and training courses, developing legislative and regulatory frameworks, producing knowledge materials, conducting study visits, procuring necessary tools and equipment, and upgrading infrastructure.
\- Enhancing airport security in Moldova by improving cooperation between border and law enforcement authorities.


The project is multi-dimensional and will be executed by the Transnational Threats Department, Conflict Prevention Centre and the Office of the Co-ordinator of Economic and Environmental Activities.


Tasks and Responsibilities:


OSCE TNTD seeks to contract the services of a National Consultant Project Officer, who will be based in Chisinau, Republic of Moldova.

Under the general supervision of the TNTD/SPMU Project Officer, the consultant will provide technical support to project planning, development, implementation, and monitoring and evaluation.

The successful candidate will be tasked with the following duties:

1\. Supporting project implementation through all steps of the project cycle, by assisting in needs assessments and analyses, forecasting of budgets, implementing project activities through participation in the selection and oversight of consultants, implementing partners and vendors;
2\. Preparing working documents and background material pertaining to issues addressed through project outcomes and outputs, including spot reports, talking points, concept notes, agendas, summaries, and providing substantive input to project progress, implementation and evaluation reports;
3\. Assisting in the development and implementation of project activities by liaising with counterparts and facilitating their participation, drafting terms of reference for the employment of consultants and implementing partners, and monitoring the implementation of activities and submission of reports by the implementing partners and consultants;
4\.

Performing administrative tasks such as schedules and arrangements for meetings and other events, reservations, budget follow-up, research for information and reference material.

Preparing and processing requests and documents, as for example requisitions, travel requests/authorizations, expenditure authorizations, visa applications, etc.;
5\. Keeping track of pending matters and following up with other offices on deadlines, as well as on budget and expenditure for specific project outcomes, outputs and/or activities, giving estimates of costs for individual project activities and proposing budgetary and/or expenditure adjustments to supervisor;
6\. Establishing and maintaining relations with stakeholders; ensuring co-ordination of planning and conduct of the project with key partners inside and outside the Organization, project beneficiaries and donors;
7\.

Coordinating effective procurement processes and procedures to ensure that the needs of the project are managed in accordance with the Organization's governance framework.


Necessary Qualifications:

  • First-level university degree in Business Administration and or Political Sciences, or any other related field;
  • A minimum of two years of professional-level experience in business administration and/or project management, preferably in an international organization, including development, implementation and monitoring, preferably of law enforcement and police project activities;
  • Thorough understanding of administration and finance principles, processes and instruments as well as organizational and general management concepts;
  • Demonstrated experience in planning and implementing projects, as well as monitoring and reporting projects;
  • Demonstrable organizational skills, ability to collect information from a variety of sources and organize it;
  • Procurement, contracting and/or budget management knowledge would be an asset;
  • Knowledge of police reform issues in Moldova and in the region would be an asset;
  • Effective interpersonal skills, able to influence effectively and build partnerships and consensus, in teams and with stakeholders;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Experience with Enterprise Resource Planning (ERP) systems such as Oracle E-Business Suite (EBS), Integrated Resource Management Application System, or similar is desired;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.
  • Excellent oral and written communication skills in English and Romanian. Working knowledge of Russian would be a strong asset.

Remuneration Package:


Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
