Afghan Opiate Trade Project (AOTP)


The global trafficking of illicit Afghan opiates has become one of the world's greatest transnational drug and crime threats, with severe consequences for health, governance, and security at national, regional, and international levels.

Given the severity of this problem - particularly considering the record-breaking level of opiate production in UNODC and the international community have identified the analysis and monitoring of Afghan opiates as a priority.

In response, UNODC has undertaken numerous studies on various aspects of the trade with a view to support countermeasures and initiatives at the national and international levels.

To complement these efforts and to help monitor and achieve a better understanding of the global impact of Afghan opiates, a dedicated project was established in 2008.


The Afghan Opiate Trade Project (AOTP) within the Border Management Branch of UNODC, undertakes research on the trafficking of opiates originating in Afghanistan and the chemical precursors that are brought into the country.

AOTP's programme continues to deliver its analysis in the form of reports, short analytical updates, and research/analytical capacity building of counter-narcotics agencies in different countries at the global level, although with a focus on West and Central Asia.

The Balkan route remains the main route for the trafficking of Afghan opiates into Europe.

This illicit trade and the transit of heroin through the Balkans negatively impacts security, governance and public health in the region.


AOTP is producing a short report on the emerging threats and trends related to Afghan opiate trafficking in the Balkans and the links to the trafficking of other drugs and other crime types in the region.

Qualifications/special skills

  • An advanced university degree (Master's degree or equivalent) in Social Sciences, Law, Humanities, Security Studies, Political Science, or similar fields is required.
  • A first level university degree in similar fields in combination with two additional years of qualifying working experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years, including a minimum of three years in the field, of experience in research, threat assessment, risk analysis or political analysis is required.
  • Strong qualitative research experience, including conducting interviews is required.
  • Experience working with law enforcement, the judiciary, military or other public security agencies is required.
  • Experience working in the relevant region is required.
  • Proven interpersonal skills in a complex environment is desirable
Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English. Fluency in the respective local language (oral and written) is required. Knowledge of other United Nations languages is an advantage.
