Reporting to the General Manager Infrastructure and Amenity and a key role in City of Melbourne’s dynamic Senior Management Team, this position leads Council’s City Property Branch, comprised of asset management, planning and performance, property and leasing, facility management and development projects.

Together, the branch is responsible for the management of Council’s $2.9 billion property portfolio and leads the development and management of key strategic relationships with stakeholders including landowners and tenants, facility operators, suppliers, contractors and other government agencies and authorities. It plays a leading role in the ongoing management of projects affecting environmental and social sustainability, strategic property matters and building renewal, providing strategic guidance related to commercial and community centred developments. The Director City Property is responsible for $6 million annual revenue generated from property and commercial activities and up to $200 million revenue from development projects as well as management of Council’s property and real estate services, facility maintenance and contract management. This position is critical to leading the implementation and ongoing management of Council-wide projects affecting environmental and social sustainability, city infrastructure and capital works, and both commercial and community centred developments.

Leading 5 direct reports and an overall team of 28 this broad and exciting role will:

  • Lead an integrated function that delivers Council-wide infrastructure and sustainability projects, ensuring land and real estate assets are managed in accordance with current and future requirements.
  • Oversee the management of major service contracts
  • Lead the development, implementation and maintenance of City of Melbourne’s Property Strategy, defining opportunities for mixed use development, acquisitions and potential divestments as determined through strategic expert work
  • Providing leadership of property components of the organisation’s current and future office accommodation strategy and needs
  • Providing leadership and strategic direction for development projects, including identification of future development opportunities
  • Assessment of Property Portfolio for acquisition, disposal and integration with 10-year financial plan.
  • Manage and execute strategic property outcomes and the provision, maintenance and planning of Council’s accommodation, facilities, property and investment properties in accordance with Council’s responsibilities under the Local Government Act, Crown Lands Act, Retail Leases Act, Residential Tenancies Act, Land Sales Act, Widening of Streets Act, OH&S Act, Disability Discrimination Act, Building Code of Australia and Building Regulations.
  • Manage and influence key stakeholders in DELWP, DTF, Councillors, and key project partners within the Council.
  • Ensure delivery of commercial agreements and manage service contracts that deliver optimum returns and meet expected targets, outcomes and financial requirements.
  • Ensure legislative compliance across a diverse list of Victorian State and Federal Law.
  • Provide expert strategic advice to Council, CEO and the Executive Leadership Team regarding spatial and physical asset management and maintenance ensuring strong revenue streams now and into the future
  • Provide expert property advice and support the team to execute all property matters across Council’s business, ensuring excellent internal service and responsiveness, and effectively provide reports and presentations to Councillors and community as required
  • Build constructive relationships with a range of government, business and community stakeholders, securing partners to achieve integrated development and/or funding opportunities to be realised

Applicants will be seasoned people leaders and strong collaborators with a strategic and innovative approach and strong real estate/property and asset delivery skills. Relevant Project Management experience is fundamental in areas including contract management, establishment, negotiation, monitoring and reporting and the applicant will be highly skilled in negotiation, and adept in the preparation and presentation of reports and submissions to various audiences, including Councillors and community.

Of critical importance will be a demonstrated commercial acumen, the capacity to meet deadlines and work under pressure, a high level of initiative and the ability to manage and direct several projects simultaneously and excellent communication, negotiation and influencing skills, with the capacity to effectively manage strategic priorities.

Tertiary qualifications and/or post graduate qualifications will be expected in Property, Business or Economics, with significant management experience in similar roles and proven experience leading or delivering strategic and complex property development projects. Substantial experience is required in property management and strategy, with a comprehensive understanding of property management principles and a demonstrated experience managing large-scale service contracts and tendering processes. An appreciation of asset management systems to direct their development and capabilities for information delivery would be highly advantageous.
