POSITION PURPOSE

Reporting to the Risk, WHS & Audit Manager (the Manager), this position provides specialist support developing, implementing and monitoring Council’s enterprise risk with a significant focus on Risk, Business Continuity and Incident Management frameworks that monitor and evaluate Council’s exposure to risk and assist with associated functions and programs.

The position is part of a specialist team which provides Directorate and Service Unit focused risk management support and which also ensures the effective and proactive service delivery of WHS services throughout Council and supports public safety consistent with WHS legislation and using a practical continuous improvement approach.

This role operates under the leadership of the Manager and assists with the preparation of reports to senior leadership, the Executive and forums such as the Audit, Risk and Improvement Committee (ARIC).

Essential Criteria Relevant tertiary qualifications and/or demonstrated risk, business continuity and incident management senior specialist experience in a diverse operational service delivery focused organisationSignificant experience leading and delivering risk advice and expert support to resolve problems or investigate and respond to business continuity matters or serious incidents, where several complex alternatives need to be addressedDemonstrated ability to develop and maintain effective workplace relationships and stakeholder management through advanced communication skills and approachable style with a passion for risk management, safety improvement and customer serviceDemonstrated project management skills, including a proven track record of systems/process improvement and deliveryProven ability and experience in driving a proactive risk management and safety culture Desirable Criteria:
Knowledge and understanding of Local GovernmentAdditional relevant qualifications in Risk, Business Continuity and Incident Management disciplinesCurrent Class C (minimum) NSW Driver’s Licence
Skills and Knowledge:
  • Well developed stakeholder engagement skills and ability to work collaboratively and coordinate delivery of strategic actions by multiple stakeholders
  • Excellent written and verbal communication skills, including ability to communicate with a range of stakeholders.
  • Demonstrated problem solving skills and initiative, including ability to initiate and respond effectively to change
  • Understanding of a structured continuous improvement process/cycle and demonstrated ability to identify, implement and review the process/ cycle which result in positive change/s in service delivery
  • Demonstrated high level computer skills and ability to use a variety of office-based software.

KEY DUTIES, ACCOUNTABILITIES & RESPONSIBILITIES:
In consultation with the Manager

Risk, Business Continuity, Incident Management, Internal Audit Action resolution
  • Contribute to the implementation and maintenance of the robust enterprise risk management framework covering both strategic and operational risks.
  • Assist with the development, review and continuous improvement of related Management systems.
  • Participate in Business Continuity and Incident Management functions of Council in consultation with the Manager as the relevant subject matter lead
  • Assist the Manager with the delivery, integration, maintenance and improvement of Risk Management or related systems in accordance with service agreements
  • Champion an effective risk and safety management culture throughout Council
  • Conduct risk based audits, implement corrective actions, provide support and advice to continuously improve Risk performance and assist the business resolve audit actions
  • In collaboration with the Manager, develop and implement the Risk, Business Continuity and Incident Management strategy to meet organisational requirements
  • Collaboratively assist, coach, influence and support managers to make informed decisions which improve risk management outcomes for our people and members of the public
  • Lead the team in preparing and delivering risk management, work health, safety and environment training and development activities and promotions.
  • Assist with the development of and ensure service areas document and deliver critical risk controls, assessments, plans, policies and procedures to continuously improve our safety performance
  • Ensure the provision of all relevant information to staff in relation to risk and related matters.

Reporting
  • Provide timely and systematic advice and reporting to the Manager and the broader Leadership team on all aspects of operation of the Risk systems including:
    • Performance indicators;
    • Trend analysis; and
    • Management of Incidents and Issues arising.

Business Planning
  • Participate in planning across the Team including development and implementation of the risk aspects of the Strategic Action Plan, and business plans actions, consistent with Risk Framework and directorate direction
  • Review, develop, update and execute operational protocols, goals and business plans that ensure continued compliance with regulations and licensing requirements
  • Monitor and enact performance against agreed benchmarks and performance indicators for relevant service delivery and corporate support areas

Financial and Performance Management
  • Undertake the procurement of goods and services per Legislation and Council policies.

Leadership and Service Management
  • Participate in achievement of outcomes and projects, ensuring services delivered meet the Community Strategic Plan, management plans and service agreement requirements.
  • Assist with the development and implementation, review and maintenance of risk systems and procedures to continuously drive Council’s risk management performance
  • Ensure the Manager and Senior Manager, Governance and Risk are informed of any issue which may affect the community and/or service delivery.

Network and Personal Development
  • Maintain a current working knowledge of Risk developments, legislation and practice
  • Cultivate and maintain industry links by means of journals, workshops, seminars and conferences
  • Develop and maintain co-operative, appropriate and effective working relationships with internal and external stakeholders, with a demonstrated commitment to excellence in customer service

Business Excellence
  • Actively participate in continuous improvement of systems, procedures, organisational culture and cross organisational communication and activities.
  • Remain aware of relevant innovation and industry trends and issues and implement relevant changes to the workplace to ensure Council achieves best practice and strategic objectives.
