**Background**:
The OSCE has co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.
The Talent Acquisition Unit, as part of the Department of Human Resources, comprises ten fixed term staff members and a number of temporary staff and young professionals. The Talent Acquisition unit is responsible for the recruitment and selection of staff for the Secretariat, and supports the recruitment of international staff to OSCE Institutions and Field Operations. It is also responsible for outreach and targeted sourcing activities.
**Tasks and Responsibilities**:
The role requires effective management to ensure accurate delivery of the annual work plan, as well as leadership in fostering positive relations with a wide variety of recruitment stakeholders across the Organization.
Leading a skilled and committed talent acquisition team, setting vision and clear work plans for the achievement of goals, ensuring proper orientation and mentoring of staff; maintaining performance management, preparing budget proposals for the unit and ensuring efficient and effective employment of resources.
Implement and keep accurate metrics concerning all workforce hiring; ensuring the effective use of databases and enterprise resource planning (ERP) systems for recruitment and selection, 4.
Liaising with stakeholder groups such as participating States, other international organizations and human resource professionals in the OSCE field operations and Institutions: providing advice and guidance to clients with respect to policies and procedures relating to recruitment, and helping to ensure compliance with the regulatory framework;
Continuously developing, documenting and improving effectiveness of processes for all staffing-related needs including but not limited to postings, screenings, interviews, reference /background checks, and employment offers;
Recruitment related reporting to senior management at the OSCE Secretariat, and to participating States;
Performing other related duties as required.

**Necessary Qualifications**:
Second-level university degree in human resources, business administration, management, or a related field, such as law, social and political sciences, economics, education and psychology; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree;
A minimum of eight years of progressively responsible professional experience in the human resources field with particular focus on recruitment and talent acquisition;
Proven experience in human resources management principles and practices, including organizational and general management concepts;
Excellent organizational and people management skills;
Budgetary experience is desirable;
Excellent written and oral communication skills in English; working knowledge of another OSCE working language is desirable; ability to draft clear and concise reports; Strong presentation skills;
Strong interpersonal and collaborative skills and an ability to influence and communicate effectively across all levels of an organization;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds, while maintaining impartiality and objectivity.
**Remuneration Package**:
Monthly remuneration is approximately EUR 8,600 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria.
