**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

**Tasks and Responsibilities**:
Under the guidance of the Co-ordinator of OSCE Economic and Environmental Activities and in close co-ordination with the Deputy Co-ordinator/Head, Economic Activities, as Deputy Co-ordinator/Head of Environmental Activities, you will assist in carrying out the mandate as set out in Permanent Council Decision 197 of 5 November 1997.

**More specifically, you will perform the following duties**:
Monitoring global environmental developments of relevance to the mandate of the Office to design activities such as conferences, seminars, workshops and training courses for implementation by the Office and drafting expert studies on the environmental programme of the OSCE;
Preparing and co-ordinating the work programme of the Office in the fields of environment and security, environmental co-operation and energy security; compiling budget submissions and co-administering funds; developing and implementing projects and supervising staff of the Environmental Co-operation Unit in the implementation of the current activities;
Maintaining contacts with relevant international organizations, NGOs and sub-regional initiatives to promote the exchange of information, expertise and assistance, including funding. Developing and implementing joint projects and co-operative mechanisms in the fields of environment and security, environmental co-operation and energy security;
Maintaining contacts with the Heads of OSCE field operations to identify joint activities and projects; receiving input from and providing guidance to environmental officers in the field and advising the relevant authorities in OSCE mission areas on security enhancing environmental strategies to ensure an integrated approach;
Representing the OSCE and the Office in conferences, training courses and meetings with visitors and journalists and acting as focal point for media and public relations; enlisting support for OSCE activities of senior government officials, including Ministers and Heads of Delegations;
Providing substantive advice to the Co-ordinator and the Chairmanship-in-Office on the organization, formalities and procedures for the annual economic and environmental forum process; proposing speakers, discussing presentation content, assessing the work of the forum and recommending follow-up actions for solutions on security-related environmental problems;
Performing other related duties such as deputizing for the Co-ordinator in her/his absence.

**Necessary Qualifications**:
Second-level university degree in economics or environmental science, with substantial knowledge of international relations; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
Proven managerial, negotiation and interpersonal skills with the ability to supervise staff and handle the administrative matters in a medium-sized office;
Knowledge of the principles of project management as related to the co-ordinated study of environmental questions and of team leadership/staff supervision;
Familiarity with the activities of and proven experience in co-operating with major international environmental, economic and/or financial institutions;
Recognized publication record is desirable, especially with a focus on environment and security, trans-boundary environmental co-operation and transition;
Professional fluency in English, with good communication and drafting skills; knowledge of other OSCE working languages, especially Russian would be an asset;
