The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD) was created in the OSCE Secretariat as per Ministerial Council Decision MC.DEC/9/11 with a view to ensuring better co-ordination, strengthened coherence of action and more efficient use of OSCE’s resources in addressing transnational threats. It supports the Secretary General in functioning as the focal point of the Organization-wide programmatic activities that relate to countering transnational threats and in ensuring co-ordination and coherence of action across all three dimensions and among all OSCE executive structures, while respecting their mandates.

The Department comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

**Tasks and Responsibilities**:
The post of Policy and Co-ordination Officer (PCO) is part of TNTD’s Co-ordination Cell, under the direct supervision of the Co-ordinator of Activities to Address Transnational Threats (Co-ordinator).

Conducting research in areas identified by the Co-ordinator to increase his/her knowledge and understanding of TNT-related issues and emerging transnational threats in order to support policy and operational decisions and preparing TNTD documents and statements as requested by the Co-ordinator as well as compiling, revising and editing inputs from TNTD units and submitting them for clearance by the TNTD Co-ordinator;
Assisting the Co-ordinator in the co-ordination and daily prioritization and management of TNTD tasks; identifying opportunities for increased co-ordination within TNTD and with other structures and in the implementation of the TNTD mandate; assisting the Co-ordinator in implementing her/his work plan; assisting the Co-ordinator by preparing a regular overview of the Department’s ExB projects;
Co-ordinating and preparing the Department’s Unified Budget Proposal, having a performance-based programme budgeting approach; assisting the Co-ordinator with the review of the budget implementation and forecast, including through co-ordination with TNTD units; following up on TNT-related matters in the ACMF;
Assisting the Co-ordinator in planning the work of the TNTD; following up on the tasks assigned to TNTD units and/or staff and monitoring their progress; following up on the work plans submitted by the units; reporting to the Co-ordinator on these matters;
Liaising with staff from other departments of the Secretariat and other OSCE Executive structures to ensure the timely provision of information and action for the planning of new activities; preparing public information documents; dealing with questions of an administrative nature;
Facilitating the TNT Department’s overall work plan, dealing directly with heads of unit within the Department and working in close co-ordination with other departments, Secretariat units, institutions and field operations, as well as with the delegations of participating and Partner States, as appropriate; conducting and co-ordinating assessment of project proposals of TNTD or relevant for TNTD;
Following up on the ongoing work on TNT-related matters and ensuring responses to taskings are submitted within the requested timeframe, including through close co-ordination with other departments in the Secretariat, while ensuring regular involvement of the Office of the Secretary General;
Performing other related tasks as assigned.

**Necessary Qualifications**:
First-level university degree in international relations political science, business administration, social sciences, law or related field;
A minimum of six years of practical experience at the professional level, including some experience of policy development and co-ordination, preferably in an international environment;
Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE official languages is an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gend
