The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Secretary General (OSG) plays a key role in supporting the Secretary General in the effective implementation of her/his mandate and specific tasks given to her/him by the OSCE participating States. This includes primarily assisting the Secretary General in her/his activities, serving as a focal point for liaison and support to the Chairperson-in-Office, and co-ordinating tasks across the Secretariat. The OSG ensures effective co-ordination of policy Organization for Security and Co-operation in Europe advice provided to the Secretary General and the Chairpersonship, and management decisions taken by the Secretary General.

Within the OSG, Executive Management (ExMan) serves as the Secretary Generals personal staff. This post is part of the OSG/ExMan extra-budgetary project "Accelerating the Implementation of the Youth and Security Agenda in the OSCE Region", which aims to advance efforts of OSCE participating States and Executive Structures in the implementation of the Youth and Security Agenda. The Project will highlight young people's positive contributions to peace and security in the three dimensions of comprehensive security.

The Associate Youth and Security Project Officer will assist with the implementation of the project activities, namely the holding of the series of Model OSCE Conferences and of the OSCE Youth Forum; the creation and maintenance of a pool of young experts able to contribute to OSCE security debates; the development of ad hoc trainings, workshops and mentorship programmes delivered to youth; Youth, Peace and Security Implementation workshops for OSCE staff; support to youth-related events in the region; and facilitation for participation of young experts in OSCE events across the region. He/she will also be asked to provide expert advice on youth and security to OSCE Secretariat departments, OSCE Institutions and field operations. He/she will also provide support, in close co-ordination with the Adviser on Youth and Security, on the monitoring of the overall project implementation, by drafting project progress reports and other narrative and financial reports on the implementation of the ExB project. He/she will also support efforts to help identifying the contribution that youth can make in facing current security challenges in the OSCE region.

**Tasks and Responsibilities**:
Implementing project activities, namely the holding of the series of Model OSCE Conferences and of the OSCE Youth Forum; the creation and maintenance of a pool of young experts able to contribute to OSCE security debates; the development of ad hoc trainings, workshops and mentorship programmes delivered to youth; Youth, Peace and Security Implementation workshops for OSCE staff; support to youth-related events in the region; and facilitation for participation of young experts in OSCE events across the region;
Monitoring project progress in close co-ordination with the Adviser on Youth and Security, drafting project progress reports, other narrative and financial reports on the implementation of the ExB project;
Supporting the policy work on youth-related matters, including drafting talking points, background papers and statements/speeches on youth-related issues;
Supporting work to advance efforts of OSCE participating States and Executive Structures in the implementation of the Youth and Security Agenda in the region;
Contributing to information sharing and exchange of good practices on youth and security within the OSCE, and among participating States, with other international and regional organizations, and civil society, including with youth organizations;
Representing the OSCE in meetings, conferences, seminars and academic fora as appropriate, including by giving speeches and presentations, and taking notes and drafting reports.
