**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

**Tasks and Responsibilities**:
Under the supervision of the Economic Adviser within the OCEEA, the Associate Project Officer will assist managing the cross-regional project through all steps of the project cycle, in accordance with OSCE performance-based programming and budgeting, project management standards, as well as the Common Regulatory Management System (CRMS).

The incumbent will be responsible for, among others, supporting the implementation of the project activities, assisting in monitoring the project progress, drafting reports for donors and internal inputs on the project, assisting in liaising with relevant project stakeholders, including with involved Implementing Partners (IPs) in relevant beneficiary countries/regions, as well as providing thematic expertise on the project.

**More specifically, the incumbent will be responsible for**:
Supporting in managing the project through all steps of the project cycle, in accordance with OSCE performance-based programming and budgeting and project management standards;
Drafting key project documentation, including but not limited to project amendments and budgets, visibility and procurement plans, project summary documents and notes to the file;
Supporting the selection and oversight of consultants, IPs and vendors, as applicable; by preparing terms of reference (ToR) for experts and IPs to be engaged in the project, as well as monitoring their performance and evaluating the quality of their work and achievements of set indicators/deliverables;
In close co-operation and co-ordination with relevant stakeholders preparing/reviewing agendas, concept notes, talking points, lists of participants and other relevant documents required for the project implementation; Supporting in establishing and managing relations with stakeholders and project partners;
Providing expertise on the project by conducting research on youth and crime trends and relevant strategies/policies; identifying needs and priorities in the relevant areas; as well as analysing and providing overview of related studies and reports produced by relevant stakeholders;
Performs other work related duties as assigned

**Necessary Qualifications**:
First-level university degree in management, business administration, social sciences or related field with demonstrated experience in managing projects;
Minimum of four years of professional experience in managing/co-ordinating international development projects, preferably with the focus on youth as the target beneficiary group;
Extensive knowledge of project management, as well as proven ability to analyze vast amount of information;
Extensive knowledge of the area of corruption and/or crime prevention with the focus on youth as the target beneficiary group;
Demonstrated experience and understanding of relationship building and fostering co-ordination among stakeholders;
Professional fluency in English and Russian languages, both oral and written;
Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

**Remuneration Package**:
