The post is located in the Precursors Control Section of the Secretariat of the International Narcotics Control Board (SINCB), Division of Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent works under the direct supervision of the Senior Technical Adviser and the general supervision of the Chief of Section.

**Responsibilities**:
Within assigned authority, the Associate Drug Control Officer will be responsible for the following specific duties:

- Collect drug and chemical control related data and information from various sources for INCB missions and reports, including supplementary information on countries' non-compliance with international treaties and conventions.
- Analyze information and data provided by governments on licit movement and illicit trafficking in precursors and recommend possible solutions or course of action.
- Assist in the execution and implementation of INCB decisions.
- Provide explanations/advice/training to governments on the implementation of the drug control treaties.
- Monitor national situations, conduct research and prepare studies on overall drug and precursors control situation in particular countries or regions.
- Draft correspondence addressed to governments, including responses to their queries.
- Provide background information on drug and precursors control issues raised in media.
- Coordinate the development and implementation of external communication and outreach activities and identify and propose topics for newsletters, fact sheets, brochures, websites and other promotional materials.
- Draft parts of studies, training programmes, sections of the INCB session documents; draft assigned parts of INCB publications.
- Organize, coordinate the preparation of and participate in Board missions; contribute to drafting of INCB mission reports.
- Assess implementation of the international drug control conventions and related CND (Commission on Narcotic Drugs) and ECOSOC resolutions, etc.
- Follow up on documentation within INCB and UNODC.
- Liaise with counterparts within INCB, UNODC, in other parts of the United Nations, inter-governmental and non-governmental organizations to give, obtain and exchange general information on INCB activities.
- Maintain databases; supervise data entry.
- Attend precursors and other INCB meetings for national drug control administrators.
- Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in public information, business administration, economics, international relations, law, political science, statistics, public administration, pharmacology, pharmacy or related fields is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible professional experience related to drug control activities, crime or terrorism prevention, law enforcement, prosecution, criminal justice or international relations, or the successful completion of the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Proficiency with Microsoft Office 365/ Suite including Word, Excel, Power Point, Teams, Outlook, etc. is required.

Strong communication skills, both written and oral are required.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
