**Background**:
The OSCE has a co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence
- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a
politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. DHR provides a range of human resources services throughout the OSCE and is responsible for the development and review of human resources policies.
**Summary of the Role**:
The Planning and Co-ordination Officer is responsible for facilitating DHR planning and for co-ordinating work products, inputs, figures and outcomes from DHR units. The incumbent co-ordinates the Director’s and the Department’s work plan, manages the DHR budget, makes recommendations on management or administrative guidelines, co-ordinates meetings and events and serves as the department’s focal point for internal and external enquiries, as well as for human resources and gender (maybe rather diversity and inclusion instead of only gender) related topics.
**Tasks and Responsibilities**:
Under the direct supervision of the Director for Human Resources (D/DHR), the Planning and Co-ordination Officer will perform the following duties:
1. Planning, co-ordinating and managing departmental tasks, including the Director's work plan, priorities and follow-up activities;
2. Facilitating the implementation of DHR's overall work plan by liaising with other units in the Secretariat as well as the field operations, the OSCE delegations and the Chairmanship;
3. Reviewing DHR Key Performance Indicators (KPI); making recommendations to the Director on administrative and management issues; co-ordinating and preparing the Department's contribution to the unified budget cycle documents based on performance-based programme budgeting; following up on DHR related issues raised in the Advisory Committee on Management and Finance (ACMF); managing the DHR budget and overseeing expenditures/obligations against allotments advising management on issues related to availability of resources;
4. Undertaking research of international HR management best practices and issues of strategic importance, and drafting and co-ordinating statements, talking points, briefing documents, background papers, presentations, project documentation and other types of documents, as well as substantive analyses and summaries of reports requiring action by the Director;
5. Assessing approaches for monitoring DHR activities and the development/evolution of reporting mechanisms and identifying areas where reporting can be improved to highlight DHR achievements against work plans;
6. Facilitating collaboration among the OSCE HR Community; preparing co-ordination meetings on behalf of D/DHR, including ensuring participation and active follow up; participating in meetings and drafting minutes for internal circulation, as required;
7. Accompanying the D/DHR and/or participating in internal and external administrative meetings (Permanent Council, Preparatory Committee, ACMF); writing minutes and following up on actions to be taken with regard to decisions adopted;
8. Assisting the Director and unit chiefs in the preparation and promulgation of new or revised management or administrative guidelines (Staff Regulations and Rules, Staff Instructions, Administrative Instructions, Directives, etc.);
9. Serving as contact point for the Department’s own human resources, including recruitment, internships, office space, as well as the co-ordination of training and briefings for the Department staff;
10. Serving as the DHR Gender Focal Point, facilitating incorporation of gender aspects into DHR activities; consulting and co-ordinating with the Gender Section on DHR activities as necessary;
11. Performing other related duties, such as representing the Director in co-ordination meetings within the Secretariat and with institutions and field operations, as required;
12. Overseeing the procurement process including RFP/Q submissions with the aim to ensure compliance, transparency and consistency of the process;
