Position Overview
The OSCE Support Programme for Ukraine (SPU) is dedicated to assisting the Ukrainian Government in its reform initiatives and addressing the heightened risks faced by civilians due to ongoing conflicts. The SPU aims to bolster Ukraine's efforts across all three OSCE dimensions, ensuring that the organization's past and future endeavors continue to positively influence Ukrainian institutions and enhance comprehensive security in accordance with OSCE commitments.
The selected candidate will operate within the extra-budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat, focusing on the Human Security (HS) Component. The role involves providing both programmatic and administrative support for the Project aimed at engaging and assisting youth in crisis management and post-conflict recovery in Ukraine.
Key Responsibilities
- Facilitating the timely execution of project tasks by coordinating and supporting various project activities, including planning and liaising with partners and stakeholders on administrative matters in line with OSCE regulations and established business processes.
- Assisting in the mobilization and coordination of experts, consultants, contractors, and resources. This includes managing Terms of References and specifications, overseeing processes and deliverables, and contributing to the preparation and monitoring of the project budget.
- Coordinating inter-agency meetings with national stakeholders relevant to the project. Providing insights and recommendations on necessary inputs from national partners to enhance project activities.
- Compiling and analyzing data to support project activity assessments, aiding in the drafting of periodic and ad hoc management reports, and organizing project events, meetings, and workshops.
- Monitoring project human resources planning and expenditures, including tracking non-staff resources and communication plans.
- Raising Procurement Requests and analyzing project implementation rates and financial patterns to provide recommendations for improved financial oversight.
- Conducting research and needs assessments to foster knowledge sharing across the Programme and assisting in training staff on administrative and financial procedures.
- Potentially supervising lower-grade general service staff and undertaking additional assigned responsibilities.
Qualifications Required
- Completed secondary education with formal training or studies relevant to the project.
- A minimum of six years of pertinent experience in the human security sector, political affairs, or democratization.
- Proven experience in project planning, execution, and reporting.
- Awareness of current political and social developments in Ukraine and priority issues on the reform agenda.
- Strong research skills and the ability to gather information from diverse sources.
- Proficiency in Microsoft Office Suite and digital literacy.
- Excellent communication skills in both English and Ukrainian.
- Demonstrated understanding of gender issues and the ability to integrate a gender perspective into project activities.
- Ability to work collaboratively with individuals from various cultural and religious backgrounds while maintaining impartiality.
Compensation and Benefits
The monthly remuneration is subject to social security deductions, with payments made in EUR. The compensation package includes participation in a medical insurance scheme and a pension fund, with the organization contributing an additional percentage of the employee's salary.
