Job Title: Head of Strategic Police Matters Unit

The OSCE Secretariat in Vienna is seeking a highly qualified and experienced professional to lead the Strategic Police Matters Unit (SPMU). The successful candidate will be responsible for promoting police development and reform within the principles of democratic policing, as well as providing capacity building support in countering organized crime, terrorism, and human trafficking.

The ideal candidate will have a strong background in law enforcement, with at least 10 years of experience in line management and supervising staff. They will also have a deep understanding of current and emerging issues in police and criminal justice development and reform, including at the international level.

The Head of SPMU will be responsible for managing the planning and delivery of the SPMU Unified Budget cycle, as well as coordinating the conceptualization, drafting, implementation, monitoring, and evaluation of SPMU's programmatic projects and activities.

The successful candidate will be a strong communicator with excellent written and oral skills, and will be able to work effectively in a team environment with people from diverse cultural, religious, and political backgrounds.

Key Responsibilities:
  • Manage the planning and delivery of the SPMU Unified Budget cycle
  • Coordinate the conceptualization, drafting, implementation, monitoring, and evaluation of SPMU's programmatic projects and activities
  • Provide expert support and advice on police-related matters to the OSCE Chairpersonship-in-Office, Secretary General, and participating States
  • Promote cooperation between law enforcement authorities in participating States
  • Act as the focal point for police-related matters across the OSCE
Requirements:
  • Second-level university degree in social or political science, law, public administration, or a related field
  • At least 10 years of professional experience in law enforcement, with at least 6 years of experience in line management
  • Strong knowledge of current and emerging issues in police and criminal justice development and reform
  • Excellent written and oral communication skills
  • Ability to work effectively in a team environment
