This position is located in the Office of the Director (OD) of the Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The Deputy Director will work under the overall guidance and direct supervision of the Director of DO.

**Responsibilities**:
The incumbent will be responsible for guiding and coordinating the headquarters and field-based offices of the Division in their delivery of technical assistance programmes and advisory services in the area of drug control and crime prevention. In this capacity, the incumbent will also support the Director of the Division in all policy, strategic and technical matters related to UNODC field-based operations. The incumbent will maintain close liaison and coordination with senior managers in other UNODC Divisions and Offices and serve as key liaison for UNODC Representatives in Field Offices in all matters related to the Division and the UNODC field office network.

Within delegated authority and the overall policy guidance set by the Director, the incumbent will be responsible for the following specific duties:

- Provide oversight to the work of Regional Sections, in guiding Field Offices’ strategic, operational and technical aspects of programme management.
- Provide guidance to Field Offices on sensitive personnel and compliance matters as well as on cross-cutting issues of corporate management.
- Provide guidance and oversight to work of OD.
- Maintain coordination with the Chief of the Border Management Branch (BMB) in DO.
- Lead the formulation of inputs and represent the Division in senior level Inter-Divisional processes.
- Promote integration of UNODC global, regional and country programmes in cooperation with managers and experts from DO and with substantive and administrative experts from other UNODC Divisions.
- Guide the development and implementation of good practices, policies and procedures for field-based UNODC programmes.
- Support the Director of DO in leading the adaptation of UNODC field operations to effectively implement programmes in a manner that is supportive of Sustainable Development Goals (SDGs) in the UN Reform context.
- Lead the Division’s work towards UN-wide strategic planning and cooperation in the field, in particular with the UN Development Coordination Office (UN DCO) and the UN Development Group (UNDG).
- Contribute to UNODC strategy and policy formulation, including interdivisional strategies and plans, addressing emerging priorities and partnership opportunities.
- Provide substantive guidance, advice and coordination for all audits, reviews and evaluations of the Division’s work at headquarters and in the field and ensure implementation of relevant recommendations, in coordination with relevant Regional Sections.
- Oversee the preparation of high quality and complex factual reports, strategic documents, budgets and resource plans for the Division, including annual and bi-annual programme performance and budget reports, substantive programme and thematic reports, and DO inputs to reports of the Executive Director for internal approval and subsequent presentation to Member States and intergovernmental bodies.
- Supported by the Border Management Branch (BMB) and the Regionals Sections, oversee that all outputs produced by the Division meet required standards and comply with polices, mandates, rules and regulations.
- Provide oversight on DO staff recruitment as delegated by the Director; ensure due process and compliance, implementation of HR policies related to gender and geographical balance and advise the Director of DO on selection recommendations up to the P-4 levels.
- Act as First Reporting Officer for field Representatives, Regional Section Chiefs and OD staff, except in cases where further delegation is established.
- Represent the Director and the Division, as and when requested, in senior level internal, external and international events, including inter-agency meetings, international conferences and seminars.
- Perform other work-related duties as requested by the Director of DO.
