Recruitment & People Services Officer at CAPDA Consulting Job Title: Procurement Officer Location: Melbourne, VIC Clearance: Ability to obtain and maintain NV1 or Higher Contract Type: Full-Time Contract We are seeking a Procurement Officer to support a Defence client within Defence’s Contract Management Framework. This role focuses on ensuring contracts remain fit for purpose and deliver value for money through robust procurement governance and compliance. The successful candidate will contribute to the development of annual procurement plans, manage purchasing activities within Defence finance systems, and provide expert advice on procurement planning. The role requires strong analytical skills to assess supply chain data, resolve issues proactively, and ensure compliance with legislation, policies, and procedures. Key Responsibilities Apply Defence Procurement and Purchasing Policies, Guidance, and Rules. Use appropriate procurement and purchasing methodologies to support contract management. Assist in developing the annual procurement plan. Purchase products within Defence finance systems in accordance with Defence Procurement Policies. Provide advice and support for procurement planning, ensuring compliance with legislation, policies, processes, and procedures. Analyse supply chain data, identify issues, and take initiative to resolve problems by recommending effective courses of action. Attributes Sought Strong expertise in Defence procurement and contract management within a complex, regulated environment. Demonstrated ability to develop and implement annual procurement plans and purchasing strategies aligned with Defence policies. High-level analytical and problem-solving skills, with a focus on supply chain analysis and compliance assurance. Excellent written and verbal communication skills, including the ability to prepare clear procurement documentation and provide advisory support. Proven ability to work collaboratively with internal teams, suppliers, and stakeholders to achieve value-for-money outcomes. Sound understanding of Defence Contract Management Frameworks, ASDEFCON suite, and procurement governance processes. Strategic thinking and adaptability to changing priorities and legislative requirements. Essential Experience and/or Qualifications Knowledge of Defence Capability Life Cycle and Defence Systems. Familiarity with ASDEFCON contract suite and proficiency in reviewing Contract Deliverable Requirements List (CDRL) documentation.
