Overview

The City of Boston Mayor's Office of Emergency Management (OEM) seeks a highly motivated candidate to serve as a Regional Catastrophic Preparedness Grant Program (RCPGP) Emergency Management Planner. This position is funded under the Department of Homeland Security's RCPGP to enhance catastrophic preparedness in major urban areas. Boston OEM is partnering with the Providence Emergency Management Agency for the duration of the grant to build climate resilience, community resilience and public information and warning capabilities in Boston, MA and Providence, RI. Under the direction of the RCPGP Program Director, the Emergency Management Planner will assist in developing and delivering materials and facilitating activities to build community resilience to the impacts of natural and human-caused hazards particularly among vulnerable populations. The position is currently funded for a two-year term, with continuation dependent on future grant awards.

OEM's mission is to enhance the City's capacity to prevent, protect against, respond to, and recover from major emergencies. Working in close partnership with city departments, OEM plans and prepares for emergencies, educates the public about preparedness, conducts training, exercises and drills, and performs other services to support preparedness. OEM follows an all-hazards approach, preparing for emergencies of various types including natural or human-caused.

Responsibilities
  1. Supports the RCPGP to build community resilience, climate-related mitigation, and public information and warning capabilities in Boston, MA and Providence, RI.
  2. Conducts research and analysis to identify community vulnerabilities, level of hazard awareness and preparedness, climate mitigation strategies, and to strategize best-practices for community engagement.
  3. Develops and presents materials to build community resilience among city residents and business owners.
  4. Supports the development and maintenance of plans for extreme weather operations.
  5. Serves as a liaison between Boston OEM, RCPGP entities, other regional partners (local, state and federal representatives, as well as private/non-profit institutions), and the public.
  6. Updates and develops relevant capability and needs assessments.
  7. Facilitates the successful completion of designated projects in compliance with grant guidelines.
  8. Fulfills other OEM duties as assigned, including on-call shifts, and staffing of the City's Emergency Operations Center (EOC) during an emergency or major planned event.
Minimum Entrance Qualifications
  1. Applicants must have three (3) years of professional experience in emergency management, emergency preparedness, planning, project management, or other experience performing duties similar to those described above. A Bachelor's degree, preferably in emergency management, public administration, public policy, planning or a related field may be substituted for 2 years of the required experience.
  2. Excellent oral and written communication and organizational skills.
  3. Proficiency with Microsoft applications and Google Suite.
  4. Ability to exercise good judgment and focus on detail as required by the job.
  5. Knowledge of and experience applying emergency management principles and procedures.
  6. Ability to conduct research and analyze and interpret data.
  7. Communication (written and oral), organizational, and problem-solving skills.
  8. Bilingual preferred (Spanish, Haitian Creole, Cape Verdean Creole, Chinese, and Vietnamese).
  9. Advanced degree or certification in Emergency Management, Public Administration, or similar field.
  10. Additional professional experience in emergency management, emergency preparedness, planning, project management, or other experience performing duties similar to those described above.
  11. Previous experience working with federal, state and/or local emergency management or community outreach programs.
  12. Previous experience presenting information to a diverse set of audiences.
