Programme Officer

This position is located in the Border Management Branch (BMB), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Senior Programme Coordinator coordinating AIRCOP and the overall guidance of the Chief, BMB.
**Responsibilities**:
Within assigned authority, the Programme Officer will work in the Programme Management team of AIRCOP and BMB and support the implementation and backstopping of AIRCOP and other related BMB programmes and will be responsible for the following specific tasks:
- Provide substantive and backstopping support for AIRCOP activities outlined in the project document and work in close consultation with the other BMB programmes ensuring coordination and support to related activities to full compliance with the overall substantive and operational guidelines established by UNODC.
- Plan, coordinate and implement project strategies and activities as outlined in the project document.
- Participate in the drafting of funding proposals and concept notes, and liaise with donor countries, including through overseeing and coordination of reporting requirements.
- Assist in elaborating and appraising proposals and projects by participating in internal programme/project planning; planning with Government officials and other partners; reviewing proposals to expedite and endorse submissions according to UNODC procedures, ensuring timely project reviews, revisions, monitoring and completion of related reporting obligations, etc..
- Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; prepare briefing notes and summary reports for senior management and senior official visitors to UNODC and for country and regional consultations with donors, or other programmatic events; draft routine day-to-day correspondence to internal and external programme stakeholders.
- Contribute human rights and gender mainstreaming in programme related activities.
- Participate in the implementation of selected programme components, training courses, seminars, working groups, and workshops; including on cargo supply chain and crimes that affect the environment in Southern Africa and elsewhere.
- Guide and liaise with consultants, project personnel, donors, institutions and counterparts in countries concerned towards the achievement of project objectives.
- Manage and monitor general, administrative and financial arrangements, including the review of allocation of funds, releases, as well as preparing funding requests, and liaising with national authorities and international organizations.
- Assist in reviewing legal documents, including Memoranda of Understanding and funding agreements, to ensure compliance with UNODC guidelines and policies.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
An advanced university degree (Master’s degree or equivalent) in social sciences, economics, international relations, law, political science, statistics, public administration or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible professional experience in programme management and technical cooperation, at the international and/or national levels, in the areas of drug control activities, crime or terrorism prevention, law enforcement, criminal justice, security sector, governance, public administration, peace-building, conflict prevention or other related areas is required.
Work experience in supporting the management of a law enforcement cooperation network is desirable.
Work experience with European Union grants management and reporting is desirable.
