This position is located in the Office of the Director (OD), United Nations Office for Outer Space Affairs (UNOOSA), Vienna, Austria. The incumbent will work under the direct supervision of the Programme Management Officer of the Office of the Director, OD/UNOOSA and collaborate with other Sections, such as the Committee, Policy and Legal Affairs Section (CPLA) and the Space Applications Section (SAS).

**Responsibilities**:
Within assigned authority, the Programme Officer will support colleagues with the implementation of the extrabudgetary project entitled ‘The Registration Project: Supporting Implementation of Treaty Obligations related to the Registration of Objects Launched into Outer Space’, which will enhance international expertise related to the registration of objects launched into outer space, and support Member States and States Parties to implement their international commitments related to registration. The incumbent will also address current and potential future challenges on registration, which can be addressed through capacity-building or facilitating dialogues aimed at improving policy coherence among national entities or focal points. The ‘Registration Project’ will target Member States, launch providers, industry, satellite developers, and international organisations on the topic of registering space objects. The incumbent will perform the following specific duties:

- Maintain up-to-date knowledge of events on political issues related to the registration of space objects, objects launched into outer space, and re-entry events. Implement project deliverables (draft and finalise a questionnaire, interview series, drafting and publication of an anonymised stakeholder study report, and hosting of an expert event on the margins of the Committee on the Peaceful Uses of Outer Space).
- Maintain a relationship with the donor(s) to ensure full programme spend and timely communication (programme/project preparation and submissions, progress reports, financial statements, etc.), and prepare related documents/reports (pledging, work programme, programme budget, budget performance submissions, etc.).
- Undertake outreach activities, convenes event, and make presentations on assigned topics/activities, as well as provide substantive support to consultative and other meetings, conferences, etc. to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Engage and coordinate with other parts of the UN system, where applicable, the implementation of the project (e.g. service providers).
- Draft written outputs related to the project, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Gather, select and analyse information from the interview series to draft and produce an anonymised report containing good practices, challenges and lessons learned, which can be addressed through capacity-building.
- Prepare cost estimates and budget proposals, to ensure appropriate expenditures, and monitor budget implementation and determine/recommend reallocation of funds when necessary.
- Review and make appropriate recommendations with respect to the finalisation of budget performance reports, analysing variances between approved budgets and actual expenditures.
- Contribute to policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Improve data flows, data quality, data collection systems, data analytics and use other strategies, to enhance communication with external stakeholders and presentation of project outputs.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other duties, as necessary.
