This position is part of the API-NPR project led by the Office of Counter-Terrorism (OCT). The project aims at building capacity to Prevent, Detect and Investigate Terrorist Offences and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data. The API/PNR project has four implementing partners (OICT, CTED, UNODC and ICAO). This position will be located within the Office of Information and Communications Technology (OICT), Policy, Strategy and Governance Division (PSGD) in Vienna.The incumbent reports to the Policy, Strategy and Governance Division (PSGD), and will work under the direct supervision of the Chief of the Strategic Solutions Section (SSS).

**Responsibilities**:
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:

- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Develops detailed system and other functional specifications and user documentation for major systems.
- Tests, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.

- Tests and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.

- Develops training materials, operating and user manuals; trains staff in assigned systems.
- Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification
An International Software Testing Qualifications Board (ISTQB) certification is required.

Work Experience
A minimum of five years of progressively responsible experience in software quality assurance or related area is required.

Experience in developing Test Automation Framework or designing automated testing suites is required.

Practical experience and knowledge of Microsoft Test Manager, Selenium or Test Complete is required

Experience using "Agile" methodologies such as Scrum, Kanban and/or Test-Driven Development is desirable

Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
