Job Title: Associate HR Policy and Employee Relations Officer

Job Summary:

The OSCE Secretariat in Vienna is seeking an Associate HR Policy and Employee Relations Officer to join its Department of Human Resources (DHR). The successful candidate will be responsible for providing advisory and consultative support to the Secretariat, Institutions, and Missions on HR-related matters.

Key Responsibilities:
  • Conduct research and analyze precedents and practice throughout the OSCE and other international organizations to propose or draft changes to HR-related policies and procedures.
  • Draft advice and guidance on the interpretation and implementation of Staff Regulations, Rules, and Instructions.
  • Provide research and analysis on requests for exceptions to the Common Regulatory Management System (CRMS) and propose actions to be taken on highly sensitive cases.
  • Prepare draft papers to establish or clarify procedures related to various aspects of human resource management.
  • Conduct research into the jurisprudence and precedents of international administrative labour tribunals and provide advice on the course of action in assigned staff cases.
  • Manage assigned staff cases, which may involve grievance or disciplinary procedures, by reviewing submissions from parties, preparing analysis for DHR management, and drafting determinations for the Director of DHR's consideration.
Requirements:
  • First-level university degree in human resource management, law, or a closely related field.
  • A minimum of four years of professional-level experience in human resource management or administrative law, preferably in the context of international organizations.
  • Legal or paralegal experience in drafting and analyzing documents of a procedural and technical nature.
  • Professional fluency in English with excellent communication (both oral and written) skills.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of a team, with people of different cultural, religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Computer literate with practical experience using Microsoft applications.
Working Conditions:

The successful candidate will be employed on an international secondment basis for a fixed term. The position is located in Vienna, Austria, and the working language is English.
