Policy Manager - Hospital Policy Projects Section Sydney NSW
Looking for Policy Managers to develop strategic policy that underpins and drives improvements in the pricing of Australian public hospital, health and aged care services in Australia.
We have open roles in two sections: one leading policy development projects in the area of hospital pricing and the National Health Reform Agreement and the other driving policy alignment across IHACPA's policy domains and guiding strategic direction from an intersectoral and systems perspective.
The key duties of the position include: Support the Director with regards to the delivery of the IHACPA Work Program and Corporate Plan, Section objectives and all other matters as they arise.
Manage specific policy projects such as the development of the annual Pricing Framework for Australian Public Hospital Services, the National Efficient Price and National Efficient Cost Determinations, the IHACPA Three Year Data Plan, IHACPA Work Program and Corporate Plan and IHACPA Strategic Plan, and IHACPA's processes for providing public hospital data for research purposes.
Manage the public submissions for key IHACPA consultation processes.
Manage agency-wide projects relating to refinements to the pricing of public hospital services, health systems research and policy, and healthcare costing and pricing, including coordinating collaboration across multiple technical Sections.
Develop ministerial, Pricing Authority, committee and other papers and correspondence within the timeframes determined by the CEO and Executive Director, Hospital Policy and Classification.
Develop and review policies, procedures and frameworks as required to support IHACPA in effectively undertaking its role.
Establish and manage relationships with internal and external stakeholders.
Eligibility Requirements: To be eligible for employment with the Department of Health and Aged Care, applicants must be an Australian citizen at the time an offer of employment is made.

Satisfactory completion of a criminal history check, and where relevant, a Working with Children and Vulnerable People Check, Completion of a medical declaration and pre-employment medical (where required), Providing evidence of qualifications (where required), and Obtaining and maintaining a security clearance at the required level.

Getting to know the Independent Health and Aged Care Pricing Authority: The Independent Hospital Pricing Authority (IHPA) was established under the National Health Reform Act 2011 (NHR Act) (Cwlth) to improve health outcomes for all Australians.
Its primary responsibility has been to enable the implementation of national activity based funding of public hospital services through the annual determination of the national efficient price and national efficient cost.
These determinations play a crucial role in calculating the Commonwealth funding contribution to Australian public hospital services, and offer a benchmark for the efficient cost of providing those services as outlined in the National Health Reform Agreement.
On 12 August 2022 amendments to the NHR Act came into effect changing IHPA's name to the Independent Health and Aged Care Pricing Authority (IHACPA) and expanding its role to include the provision of costing and pricing advice on aged care to the Commonwealth Government.
