Primary Objective The Grants and Contracts Officer is responsible for providing high quality service to support the delivery of contractual compliance with financial and procurement frameworks, assurance, and contract management system administration. The role contributes to the Contracting Services team; responsible for reporting, developing relationships with stakeholders, developing contract management capability, supporting continuous improvements, establishing, and maintaining controls, and providing staff system support and education. Context Statement The Contracting Services unit supports effective procurement and grant management by delivering governance, performance monitoring, and contract services that enable collaborative, community-focused programs, and services for Territorians. Key Duties and Responsibilities Undertake a broad range of project support activities, systems use, stakeholder engagement initiatives and coordination of information and education materials. Assist with the preparation of a range of documents including plans, briefs, reports, submissions and drafting correspondence as required. Provide quality, comprehensive information, report analysis and evidence-based advice to a range of internal and external stakeholders. Research and prepare documentation including drafting of memorandums. Assist with the preparation of operational advice to the Senior officers and Manager on the status of contracts and grants. Manage effective security over confidential and sensitive records and information. Ensure the effective flow of information; requests and communications are properly recorded and managed using the records management system and other reporting systems. Work collaboratively and constructively with agency staff to achieve effective and efficient grant and contract management processes and outcomes with a focus on increasing agency capability. Selection Criteria Essential Strong client focused service and facilitation skills and a commitment to high personal work standards and delivery. Demonstrated or ability to acquire knowledge of the procurement lifecycle, grants processes and contract management practices. Demonstrated ability to work independently or as part of a team as well as a good level of organisation skills and flexible attitude with the ability to adapt to changing priorities and manage workloads. Proven ability in preparing correspondence, including reports and submissions with good attention to detail. Demonstrated good written and oral communication skills, with attention to detail and the ability to liaise effectively with both the public and private sectors. Demonstrated analytical skills, including ability to collate and evidence quantitative data, trends, and projections. High level of computer literacy including the various standard office software packages, including the use of GrantsNT and Trax or similar systems. Desirable Diploma, Degree or Post Graduate Certificate or equivalent experience in a related field.
