Information Systems Officer

This position is located within the United Nations Office of Counter-Terrorism, Special Projects and Innovation Branch, Countering Terrorist Travel Section, Vienna API/PNR Team, in Vienna. The incumbent reports to a Senior Information Systems Officer.

This position will support the API/PNR project led by the United Nations Office of Counter-Terrorism (UNOCT). The project aims at building capacity of Member States to Prevent, Detect and Investigate Terrorist Offences and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data. The API/PNR project has four implementing partners: Office of Information and Communications Technology (OICT), Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), and International Civil Aviation Organization (ICAO).

**Responsibilities**:
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:

- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Develops detailed system and other functional specifications and user documentation for major systems.
- Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; trains staff in assigned systems.
- Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Work implies frequent interaction with the following:
Systems Officers and other IT specialists throughout the Secretariat and other UN agencies.

Senior technical staff and managers in user offices and other user clients, including external users (e.g. governments, international organizations, etc).

Counterparts in other organizations/businesses with experience in leading similar team initiatives.

Sales and technical personnel of hardware/software vendors, IT consultants, contract staff, etc.

Results Expected: Presents well-reasoned, innovative suggestions and approaches to deal with highly complex systems issues. Effectively leads and delivers, in a timely manner, major systems projects in accordance with overall objectives and policies. Serves as an effective spokesperson internally and externally, and forms strong partnerships with relevant parties to help meet organization’s information technology requirements and fosters information exchange.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in IT Software Architecture and software programming is required
