The post is located in the Implementation Support Section I of the Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA). The incumbent works under the overall guidance and direct supervision of the Chief of Branch and leads, coordinates, and supervises the work and the staff assigned to the Section.

**Responsibilities**:
Within delegated authority, the Chief of Section is responsible for the following specific duties:

- Provide advice and input to the Chief of Branch on strategies, human rights-based and accountable policies and processes as well as on the planning and preparation of programmes of support to Member States and other relevant support as required for the functioning and management of the Branch and the delivery of its mandate.
- Provide substantive leadership for the conceptualization, planning, implementation, and coordination of terrorism prevention policy, legal, and technical assistance programmes and projects, promoting the implementation of international legal instruments against terrorism, the relevant resolutions of the UN Security Council and the UN General Assembly including the UN Global Counter Terrorism Strategy.
- Provide expert advice to governments and institutions in strengthening strategies, policies, cooperation and coordination frameworks, inter-agency cooperation, and capacity building plans to enhance national and regional terrorism prevention in line with international obligations and standards.
- Develop and coordinate programmatic initiatives to facilitate international cooperation related to terrorism prevention through the development of research, analysis, best practices, knowledge sharing, publications, curricula, manuals, and tools for training; lead intra
- and inter-agency coordination and cooperation and development of joint programming.
- Lead consultations, including technical missions, with senior officials of governments and international organizations, expert groups, funding institutions, and other stakeholders, assess needs, formulate plans, and present proposals to provide technical assistance.
- Lead the development and coordination of innovation, advocacy, partnership building, and resource mobilization strategies, plans, and activities to facilitate the delivery of terrorism prevention technical assistance; develop strong and sustainable partnerships.
- Coordinate and collaborate effectively with colleagues and counterparts internally and externally. Establish and maintain effective relationships with other UN offices, governments, international organizations, inter-governmental organizations, civil society, and other stakeholders.
- Represent the Organization at international meetings/conferences and provide substantive and strategic input and provide expertise on terrorism prevention issues.
- Coordinate the preparation of substantive, strategic, and programmatic reports on terrorism prevention to supervisors, UN bodies and entities, as assigned.
- Lead team members’ efforts to collect and analyze data and provide insights to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.
- Plan and oversee the management and coordination of activities undertaken by the Section, foster teamwork, knowledge sharing, and communication among staff and ensure compliance with professional standards.
- Oversee the management of human and financial resources of the Section in line with results-based budgeting and management and UN rules and regulations. Lead the Section programmatic and administrative processes and preparation of documentation (work plans, budgets, terms of references, reports, etc.).
- Manage human resources by overseeing the work of staff and by directing and guiding project staff, consultants, experts; supervise and develop staff capacities; guide, mentor and evaluate staff; plan, lead and/or oversee the recruitment and integration of new staff members, consultants, interns, etc., taking into account geographical and gender balance as well as other organizational requirements and needs.
