The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

This position is located in the Security and Safety Service (SSS), Division for Management (DM) of the United Nations Office at Vienna (UNOV). The incumbent will work under the direct supervision and guidance of the Chief, Security and Safety Service.

**Responsibilities**:
Within delegated authority, the Deputy Chief will support the Chief with regard to planning and executing security and safety measures pertaining to the protection of UN staff, visiting dignitaries, meetings, events and property at the Vienna International Centre (VIC). The incumbent will be responsible for the following specific duties:

- Manage and supervise the SSS Vienna Operations Unit, which consists of the Perimeter Team, Fire Safety Team, Tour Teams and the Security Control Center Team.
- Manage and supervise the SSS Vienna Special Operations Unit, which consists of the Pass and ID Team, and the Special Services Team, which is composed of the following Teams: Close Protection and Surveillance Detection Team, Executive Floors Team, Conference Security Team, Emergency Response Team, and Canine Team.
- Manage and supervise the SSS Vienna Planning Team whose main function is to ensure adequate staffing for all operational needs, to disseminate information regarding operational daily matters to all SSS officers and to act as the initial point of contact for all clients requiring security and safety services from SSS Vienna.
- Manage the SSS Vienna safety programme including the coordination of the monitoring and provision for adherence to occupational as well as fire safety standards and safety regulations for the VIC premises, conferences, meetings, exhibits, and events. Oversee the provision of the safety patrols, identification of potential and factual hazards, and implementation of safety relevant mitigating measures. Evaluate effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans.
- Review and monitor activities related to the preparation of security plans for the mission, a designated country, or geographic area, including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.
- Assist and advise the Chief of Security on planning organizing and directing the Service’s functions.
- Assume responsibility for guard force management, as assigned.
- Maintain continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff, project personnel and dependants to follow appropriate preventative steps.
- Establish and maintain dialogue with local authorities, Member State security details and other international institutions for coordination of security efforts in special events, emergencies and natural disasters.
- Monitor and evaluate office physical security measures, such as barriers, issuance of identity cards, background checks, and entry controls, as appropriate, for normal or emergency conditions.
- Establish procedures for and supervise investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members, project personnel or eligible dependants.
- Arrange protection detail for senior personnel or visiting VIP’s as necessary.
- Advise the Chief of Security with regard to all security-related matters and participate in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.
- Perform other work related duties as required.
- In absence of the Chief of Service, perform the function of Officer-in-Charge of the Service and be responsible for the coordination and implementation of all aspects of the security and safety programme for the United Nations Office at Vienna.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
